He has proposed an imposing rule that will punish anyone who discriminates against Dalits with a life punishment without the possibility of freedom and the taking of their property.
He believes that while Dalit rights and inclusion are guaranteed by Article 40 of the Nepalese Constitution, the laws required to uphold it are still absent, and its actual application is still lacking.
